BRUSSELS, March 21 (AFP) - European Commission chief Jose Manuel Barroso called on French leaders to work to clarify public "misunderstandings" about the EU constitution and plans to free up Europe's service sector.

"The French referendum is not on the services directive," Barroso said.

"It is up to politicians in France to explain that to the French people," added, saying they should act to "end misunderstandings."

With a referendum on the European constitution to take place in France on May 29, the EU plans to liberalise Europe's vast service sector have been seized on by the campaign for a "no" vote.
