PARIS, Nov 14 (AFP) - President Jacques Chirac was to deliver a televised address to the nation on Monday evening on the subject of the suburban riots of the last two and a half weeks, his office said.

The president, who has only spoken twice in public since the start of the trouble on October 27, has been criticised for not appearing to take a lead role in defusing the crisis.

Chirac was Monday morning to chair a cabinet meeting which was expected to approve a three-month extension of emergency powers to quell the rioting.

Figures from Sunday night indicated that the trouble is continuing to subside.
