France Telecom will launch a mobile phone offering a monthly rate of EUR 10 that is said will benefit 3.8 million people living in France.

PARIS – France Telecom will Tuesday launch a mobile phone offer for low-income users that will provide 40 minutes of call time plus 40 text messages a month for EUR 10 (USD 13), its chief executive said.

In an interview with the Le Parisien newspaper, Didier Lombard said up to 3.8 million people in France -- including those on state-guaranteed minimum income and single-parent allowances -- will stand to benefit.

"Today's lifestyle requires people to be contactable via mobile phone, if only to find a job," he said, underlining what he called the "social role" of France's legacy telecoms operator.

Those who qualify will also be able to buy recycled mobile phones for EUR 10 each, he added in the interview to appear Tuesday, excerpts of which were released Monday in advance of publication.
