BAYONNE, France, Sept 26 (AFP) - A powerful blast late Saturday seriously damaged social security offices in this southwestern French town near the Spanish border, police said, adding that they believed it to be an accident.

The explosion, in which five people received slight injuries, occurred at the social security building on the banks of the Adour river, and the building "was partially demolished" said Mayor Jean Grenet who rushed to the scene.

"We don't know if it was an accident or an attack," added the mayor, saying that sappers were checking it out.

A policeman on the scene said it was believed likely that the explosion was accidental, possibly in the building's heating system where work was going on.

However a criminal attack was not ruled out, in a region where blasts have been claimed by Basque separatists in the past.
