   PERPIGNAN, France, April 9, 2008 - French customs officers seized more than 2.3 tonnes of cannabis at Perthus, on the border with Spain, the budget ministry announced Tuesday.
   The seizure was worth an estimated 4.674 million euros (7.365 million
dollars) on the black market, said a ministry statement.
   Officers discovered the drugs on March 31 hidden in a lorry bearing British
plates that had entered France from Spain. The driver, a 61-year-old British
national, was handed over to the police.
