MADRID – Spanish prime minister Jose Luis Rodriguez Zapatero is to meet opposition leader Mariano Rajoy after the Popular Party leader had asked to discuss proposed reform of the European Constitution, it emerged Tuesday.

Rajoy was said to be "very concerned" over the Socialists' stand on the issue which relates to the proposed reform of the Constitution.

The Socialists have promised to give hold a referendum on the European Constitution next year.

But Jordi Sevilla, the minister of public affairs, said the government had not decided to adopt a definite proposal on the reform "before one or two years".

Sevilla appealed to Rajoy to adopt a "constructive attitude" in talks with Zapatero and to look for "consensus" to resolve the territorial issue which he claimed the previous Popular government had been unable to do.

Sevilla said: "It would be good for the world to hear something positive on the part of the leaders of the Popular party and not only 'catastrophe' as a reaction to each of the initiatives which the Socialist government  comes up with."
