MADRID — Spain's Socialist government is preparing a new law to allow transsexuals to change their names and their identity papers without having to undergo surgery.

It will be seen as a victory for a long-running campaign for transsexuals who have been fighting for a change in the law to allow them to alter their real identities.

Deputy prime minister Fernandez de la Vega said the government was working on a text which would formalise this change to the law.

Beatriz Gimeno, president of the Federation of Gays, Lesbians, Transsexuals and Bisexuals, said it was a historic victory for transsexuals, and one the government had promised.

Until now, transsexuals in Spain have had to undergo surgery in order that they could officially change their sex.
