Elena Salgado told parliament that Spain faced losing the fight against drugs, after a significant rise in their use.

Salgado said: "Something is not working."

Spain has the highest number of cocaine users in the EU, with the number of addicts similar to the United States.

According to government data, the number of cocaine users has doubled in the past ten years.

The figure has doubled in the past decade.

Along with Denmark and Britain, Spain has the highest level of cannabis users in Europe.

Cannabis is the most popular illegal drug in Spain.
