MADRID - Spanish prime minister Jose Luis Rodriguez Zapatero called for more investment in research and development, as well as education, to give Spain a greater competitive edge.

 "This is the best means to bolster better growth," said Zapatero as he looked to the start of a second year in office, having taken over from the conservative Popular Party on 14 April last year with the parliamentary term starting three days later.

Zapatero unveiled plans to increase research and development spending by a quarter over 2004 and also said the education budget would receive an 8 percent fillip.

He added that the economy had to be put on "a solid base".

Spanish GDP growth has in recent years outstripped that of most of its EU partners and last year hit 2.7 percent, while "now it is hovering around 3 percent," Zapatero said.

The official government target is 2.9 percent.
