MALAGA — The management team which is running Marbella city took the first steps to reverse a series of fraudulent property schemes approved by the former council.

The government took the unprecedented step last month of disbanding Marbella city council after a EUR 2.4 billion civic graft scandal.

The interim management team, which was put in charge afterwards, took action against two buildings which had been approved by the previous administration.

Building work was halted on the Hotel Senator and a 99-apartment building, both frozen by a court judgement for environmental reasons.

Rafael Duarte, the planning director of the new management board, said: "It would have been a disaster if the owners were allowed to move in."

Twenty-seven people were arrested in the civic corruption scandal, including the mayor of Marbella, the head of urban planning and the head of the local police.
