MADRID — Police arrested 11 suspected Islamic terrorist in Ceuta on Tuesday.
Raids were carried out in the Principe Alfonso area of Spain's North African enclave.
At least three hundred police were involved in the raids, according to police sources.
Initial reports on Spanish television said there were 11 arrests, though police sources suggested there were more people detained.
Interior minister Alfredo Perez Rubalcaba said: "It was an Islamic cell in the process of being formed, so they had no specific targets.
"But when we saw that they were moving from fanatic discussion to direct action we moved ahead to detain them."
