MADRID — A new report into ETA by the Spanish security services has found the Basque separatist organisation has halted its terrorist activities in the wake of its permanent ceasefire.

The report, to be presented to Jose Luis Rodriguez on Thursday, states the ETA's activities in France have also "slowed down".

It says outbreaks of violence which broke out in Navarre and the Basque Country were not ordered by ETA.

This is the third police report since ETA declared a permanent ceasefire for the first time last month.

Before, the terrorist group had declared ten 'indefinite ceasefires', but had always gone back to violence.

The report comes as Zapatero prepares to ask parliament for permission to start talks with ETA once it is established they have given up their armed struggle.

But some Spanish newspapers carried reports on Thursday claiming ETA sent blackmail letters to Basque business leaders after the ceasefire.
