MADRID - Prime Minister José Luis Rodríguez Zapatero will meet with Nationalist Basque Premier Juan José Ibarretxe Tuesday under the shadow of a recent upsurge in violence by Basque terrorist group ETA.

The meeting follows a car bombing last week that killed a Civil Guard officer and another in the Basque town of Getxo in the early hours of Monday morning that caused extensive damage but no injuries. Basque officials have acknowledged that the attacks could be linked to Ibarretxe's efforts to press for more self-rule for the Basque Country from Madrid.

Ibarretxe's sovereignty project, which is expected to be the main focus of the talks between the two leaders today, is due to be put before the Basque Parliament at the end of next month ahead of a possible referendum in October, a step that the government claims would violate the Constitution.
