Spanish Foreign Minister Miguel Ángel Moratinos arrived in the Democratic Republic of the Congo Monday bearing promises of financial aid for the vast African country.

KINSHASA - Spanish Foreign Minister Miguel Ángel Moratinos arrived in the Democratic Republic of the Congo Monday bearing promises of financial aid for the vast African country, which is attempting to emerge from decades of civil war.

Moratinos' visit, part of an African tour aimed at shoring up Spanish relations with governments across the continent, marks a historic end to Spain's traditional lack of engagement in the Congo, a desperately poor country of 60 million people that nonetheless contains vast natural resources.

Under a cooperation agreement signed by Moratinos in Kinshasa yesterday, Spain will increase the amount of aid it provides to the Congo to at least EUR 20 million a year in a bid to help stabilise the country.
