Judicial body says catalogue of errors is the norm in the Spanish justice system.

MADRID - The judicial errors and delays that allowed convicted paedophile Santiago del Valle to remain free and reoffend are common in the Spanish justice system, according to a report by the General Council of the Judiciary.
Inspectors from Spain's highest judicial body counted at least 400,000 cases last year in which sentences had been issued but had not been enforced due to a combination of red tape and a lack of information technology.
Del Valle was presumably one of those cases, with the delays allowing him to remain on the street despite two prior convictions for sexually assaulting minors. Last month he was arrested for the murder of five-year-old Mari Luz Cortés in Huelva.
"Cases such as that of Santiago del Valle could be repeated at anytime," Manuel Caballero Bonald, a senior judge in Málaga, warned yesterday.
