"The comments were in no way acceptable," Foreign Ministry spokesman Martin Jaeger said.
In remarks to a state-controlled newspaper published Monday, Zimbabwean Information Minister Sikhanyiso Ndlovu slammed Merkel for her weekend criticism of Zimbabwe's human rights record.
Merkel's speech to a summit of European Union and African leaders at a summit in Portugal demonstrated she was "a racist and a fascist and a Nazi remnant," Ndlovu said.
At the Lisbon summit, Merkel said Mugabe's human rights record "damages the image of the new Africa."
