Berlin - The unnamed 51-year-old had proved uncooperative with authorities trying to determine her identity and nationality, a spokesman for the Berlin city government said.
She came to Germany from Lebanon with her Lebanese husband in 1981 when the couple had two children.
The family lawyer accused the city's foreigners affairs department of failing to allow the woman to plead her case before a judge before putting her on a plane to Istanbul.
The lawyer said the woman was stateless and came from a Kurdish region that was "absorbed" by Turkey. She did not speak Turkish and did not want to take up Turkish nationality, he said.
She had applied for Lebanese citizenship, but the process had not been completed, the lawyer added.
