Germany's upper house of parliament approved on Friday 22.4 billion euros (28.2 billion dollars) in aid to Greece over three years despite strong opposition among voters.

President Horst Koehler was due to sign the bill into law later on Friday, allowing Chancellor Angela Merkel to head to a summit of EU leaders in Brussels with the legislation in place.
