BERLIN - Foreign Minister Joschka Fischer will represent Germany at the funeral service at Cairo airport for Palestinian President Yasser Arafat, officials said on Thursday.

Chancellor Gerhard Schroeder will not attend, the officials said.

In a letter to Palestinian Prime Minister Ahmed Qureia, Schroeder expressed Germany's condolences on "the great loss that the Palestinian people have suffered" following Arafat's death in Paris.

Schroeder went on to say: "Yasser Arafat strove during his lifetime to lead the Palestinians to independence and establish a sovereign, viable Palestinian state."

"It was not granted to Yasser Arafat to complete his life's work."

At the same time, Fischer said that an era had come to an end and called for the orderly transfer of power in the Palestinian authority following Arafat's death in a Paris military hospital.

Fischer said that any new leadership needed to be "legitimised by swift elections."

But he alsio said that a just peace settlement should also be of central significance to be the Palestinian peoples' new leaders.

"Yasser Arafat's life stands for the varied and tragic history of the Palestinian people and the Middle East as a whole," Fischer said.

"In it were reflected many people's hopes for peace, but time and again also their disappointments and setbacks."
