EU constitution to be focus of Franco-German-Spanish summit

31 August 2004 , BERLIN - The leaders of Germany, France and Spain will hold a one-day summit next month in Madrid, officials in Berlin said Tuesday. The meeting on 13 September will be dominated by moves to ratify the European Union (EU) constitution, the officials said. Both France and Spain plan to hold referendums on the constitution and a German government spokesman said Monday that Berlin would also consider a referendum if the opposition backs a needed legal reform.
