LONDON - British proposals aimed at breaking the deadlock over the future budget of the European Union (E.U.) will be published on Monday, Foreign Secretary Jack Straw said in London Thursday.

Straw, speaking after talks with his new German counterpart, Frank-Walter Steinmeier, said it was Britain's aim to present a budget that was "tighter and lower" than the one in June.

Britain, which is currently holding the rotating E.U. presidency, wanted to make sure that "fairness and parity for net contributors" was guaranteed.

The British proposals were also aimed at "making progress on reform", and designed to achieve a "fair contribution to the costs of enlargement" by all countries, said Straw.

Steinmeier said he was hopeful that the budget stalemate could be solved.

"My scepticism has turned to optimism", he said in London.
