1 December 2004 , HAMBURG - A report commissioned by the government warns that poverty is on the rise in Germany, according to a news magazine. A draft of the report says the number of families with incomes below the poverty line has risen from 12.1 percent in 1998 to 13.9 percent this year, according to Der Spiegel magazine. In the same period, the number of German households at the top end of the scale has increased by 2 percent. The report is due to be presented early next year, Der Spiegel said.
