MADRID - Morocco opposes a German proposal that the European Union establish refugee centres in northern Africa to process asylum applications, the Spanish daily El Pais reported Friday.

German Interior Ministry Otto Schily was to present his proposal Friday to EU interior ministers meeting in Scheveningen, Netherlands.

"My country cannot agree with the idea of such camps," Interior Minister Moustapha Sahel told El Pais.

"The principle itself can be questioned," he said, adding that such centres would "require human, material and financial means" that the countries housing them could not provide.

"Previous such experiences have failed after leading to real human dramas," Sahel said, calling on the E.U. instead to give more aid to sub-Saharan Africa.
