BRUSSELS - More than 1 million pupils will return to school today .
Flemish minister of Education, Frank Vandenbroucke has declared this year ‘the year of the toddlers’.
More attention will be devoted to this group of children. In addition, primary education should be absolutely free of cost for the parents. The new cross-curricular exit qualifications for IT exams will require that pupils be able to use the computer and the internet.
Schools must also have their own health policy in place. The collective health insurance for teachers will become more expensive and parents with children in secondary education will need to pay back the study allowance if their children play truant for more than 30 half school days.
