17 February 2006, BRUSSELS — Finance Minister Didier Reynders is considering laying claim to the wages of bad debtors to ensure that judicial fines are paid.

BRUSSELS — Finance Minister Didier Reynders is considering laying claim to the wages of bad debtors to ensure that judicial fines are paid.

Reynders said fines are often not imposed because the Finance Ministry is confronted with people who don't want to or cannot pay.

These people either point blankly refuse to pay the fine or a found to be insolvent, newspaper 'De Standaard' reported on Friday.
 
In principle, a jail term must be served if someone cannot pay a fine. However, this rarely occurs in practice.

Reynders has thus proposed an alternative means of directly laying claim to the wages of those involved.

A better exchange of information between the Finance and Justice ministries would also partly solve the problem.
